“We’ve been having discussions the past several months,” Spaulding said, in executive session, joined by representatives of the Board of Finance, Parks and Recreation Department and Commission, as well as land development and investment experts.

“We went through many, many years of the finances. ... We walked the site. We talked to the leadership,” he said, noting the real estate negotiations for the property couldn’t be made public, as it could impact costs.

Yet the town will potentially be buying it from the club — which Spaulding said is a 501(c)(7) nonprofit — for the cost of paying off its bond debt, prepaid memberships, outstanding liabilities and reasonable closing costs.

He said the land and facility, located at 38 Ladder Hill Road South, were valued around $7 million.

“At worst we are building a physical asset for pennies on the dollar. ... That’s a large parcel of land and anything can happen in the future,” he said.

“I’m glad that this is being pursued in principle,” said resident Arne de Keijzer, but he expressed his disappointment the $75,000 appropriation was being approved before the public had even had a chance to learn about the possible purchase.

“We’ve really had no chance to have input,” he said.

Spaulding defended the process, noting the finance board’s involvement and that public input was not done with every supplemental appropriation.

“We were duly elected to make some decisions too,” he said.

However, Spaulding said going forward the process would have “transparency,” with all documentation available on the town’s website and public meetings on the subject.

“This is a good-faith effort on our part,” Selectman Samantha Nestor said, adding it was a location beloved by the community. “If it is not financially viable, if it is not sort of going to be a winner in the end, we wouldn’t have started this process.”

“We’ve been doing a lot of work behind the scenes,” she said, but noted it still had to go before the Planning and Zoning Commission and would require a public vote.

“From this point on there are going to be, as you can imagine, a million hoops to jump through,” Spaulding said, including many decisions about programming once the deal is final.

The club, which operates with various membership plans, currently offers dining, swimming, racquet sports, shooting, and various camps and events.

Comparing the possibility to a facility like Longshore Club Park in Westport, as well as Waveny Park in New Canaan, board members extolled the possibilities of a project that would make the town more desirable.

“We want amenities,” Spaulding said. “We want things to keep people here.”

“I’m very excited about this opportunity,” Selectman Stephan Grozinger said. “If we fail to get the approvals that we need ... then we will have the ability to walk away having spent our due diligence money and nothing else.”

Weston Field Club: Latest Developments

June 10, 2019 — It appears members of the Weston Field Club were among those taken by surprise last week with our report that the Town of Weston has offered to purchase the club.

In a letter to members at the end of the week, possibly in response to a negative reaction, Field Club leadership attempted to assure members that a sale was not a foregone conclusion and emphasize that a club decision would only be made by a vote of the membership.

However, the letter, written “to set the record straight,” also characterized the potential deal as “just in its infancy stages,” disputed press reports that “we are far along in the process,” and insisted the process did not begin until June 3.

With those statements, the letter may have inadvertently set the record un-straight.

Months of Discussion

By any practical measure, while not near completion, the matter is demonstrably far along in the process. The Town sent a letter of intent to the club in February. Extensive discussions and correspondence preceded and proceeded. At the Town’s request, the club submitted detailed information about its operations and finances, which were reviewed and discussed by an ad hoc group of advisors organized by the Town and by the Selectmen in executive session.

It is clear from our review of the record that none of this was communicated to club members, out of concern that the knowledge would discourage other potential buyers and possibly disrupt a spring membership drive.

The drive was not successful. We were surprised to see in last week’s letter a plea for continuing member recruitment, even with the Town’s offer now public to purchase the club and convert it to a town amenity.

It also appears some number of club members may not be fully aware of the club’s financial condition. Neither are we, at least to a level of precision.

Financial Challenges

Weston Field Club’s books are private, so our insight is limited. Efforts to contact club leadership over the weekend were not successful. But a review of tax filings, which for a tax-exempt entity are public, seem to indicate the club has endured financial stress for quite some time.

It appears the club has suffered six-figure operating losses in each of several recent years and has taken on increasing levels of debt. Much of the problem is apparently due to a decline in existing and new memberships.

New members pay a hefty initiation fee — a key source of revenue — regular dues, program fees based on services they use, and post a bond upon joining. The bond is refundable if they resign from the club, but only when a new member’s bond payment is made. With the drop in new enrollments, we understand some former members are still waiting, years later, for refunds.

In correspondence to the Town earlier this year, a club official summarized the challenges, saying “there aren’t enough young families in the area willing to pay the kind of dues it requires to run the facility as a private club for much longer,” and expressing the club’s hope that its legacy “isn’t selling the land or going bankrupt.”

The same concern is held at Town Hall. First Selectman Chris Spaulding told Weston Today over the weekend: “No one wants to see the Field Club close. We made an offer to prevent that from happening.”

Basis of the Offer

“It’s clear the club is in a challenging financial situation,” said Dr. Spaulding. “Our offer doesn’t preclude them from considering other options. It’s on the table if they want it. If they accept another offer or can continue to run it as a private club, that’s fine with us. We like the tax revenue.”

“What we would prefer not happen,” he added, “is the club being sold to a third party who tries to run it profitably, finds a year later they can’t, and then decides to sell it for development. The Weston Field Club is a valuable feature of our town. We don’t want to lose it. I see our offer as a backstop, the only guarantee that the club keeps running as a club and members get their money back.”

“I don’t want the club to fold and citizens to get hurt,” said the First Selectman. "I think it’s very fair to have the town take over the club, run it essentially the way it currently does, and do this by paying off the club’s debt and making members whole by refunding bonds and prepaid memberships."

“This strikes me as a win-win,” said Dr. Spaulding. “If the deal does happen, we are confident we can make it work. And everything we have heard from real estate experts says it would be good for home values if everything checks out.”

THE combined power of fierce determination and considerable wealth has long protected Weston's historic landscape from outside encroachment.

In 1953, the town adopted two-acre zoning, thereby keeping out large-scale residential developments and maintaining a semblance of country solitude. The absence of town sewer and water systems is a further deterrent to major development. And over the last three years, the town has willingly spent more than $3 million to purchase farm properties and woodlands to add to its rich store of land that it intends to preserve.

Residents are so wedded to their surroundings that a recent proposal to cut down a venerable tree that obstructs drivers' views at the intersection of Norfield Farms Lane and Norfield Road ignited a debate so heated that it warranted several weeks of coverage in The Weston Forum, a weekly newspaper, said Sheila Shupack, a broker with William Raveis in Westport and a resident of Weston. The red oak, which is more than 200 years old, is still firmly rooted in the ground.

But as more young families move in this bucolic bubble threatens to burst. The public school population is growing so quickly that the town faces an overloaded septic system at the 118-acre campus shared by the elementary, middle and high schools.

With neighboring Wilton unreceptive to the idea that Weston schools simply hook into its sewer lines, Weston is struggling with how to solve the problem. Old-timers are on the lookout for any sign of interest in building a local sewer system.

''That would be the ruin of Weston,'' said Jim Daniel, a former selectman who has lived in town since the 60's. ''What gives this town its value is the historical look of it.''

Among the treasured remnants from the town's past are the former Jarvis Military Academy and the 170-year-old Norfield Congregational Church. The academy, which was built in 1796 as a residence and was a school from 1835 to 1888, reverted to a residence when the school shut down. The town purchased the building on 1.9 acres in 1997 for $550,000 and it is now being used for town offices.

Weston was originally known as the Nor'field parish of Fairfield until its incorporation as a town in 1787. The early settlers were primarily subsistence farmers, though some grew onions as a cash crop, said Herb Day, a local historian. A 170-year-old barn once used by the prominent Coley farming family for onion storage still stands on Weston Road across from the Weston Shopping Center. Now owned by the town, it has been renovated by the local Kiwanis Club and its sides serve as a community bulletin board of sorts.

In the 19th century, bustling hamlets grew up around the town's water-powered iron forges, foundries and sawmills. But steam power and the railroad eventually stole Weston's industrial thunder and even its largest industry, the Bradley Edge Tool Company, known as the Ax Factory, fizzled out at the turn of the century.

Now, the town prides itself on the complete absence of industry, as well as the confinement of retail operations to one small shopping center with a pharmacy, hardware store, a dry-cleaning store, bank, luncheonette, service station, and specialty-foods market. The town's sole restaurant, the Cobb's Mill Inn, serves Continental cuisine in a stream-side, 19th-century mill.

''There are always newcomers who think we should have another shopping center or professional offices,'' said Harold Shupack, the First Selectman and Sheila Shupack's husband. ''But in order to preserve the character of the town, the leaders have chosen not to do that.''

RESIDENTS pay dearly for the privilege of living in such pristine surroundings less than 50 miles from the city. Of the 108 properties on the market in mid-December, one-third were priced above $1 million. Land is so valuable that a builder recently paid $675,000 for a house on Kettle Creek Road so he could tear it down and put up a $2.5 million, 14-room colonial, according to Mrs. Shupack.

While lower-priced properties can be found in the upper reaches of town, the most highly valued locations are in central and lower Weston, she said. New homes on two- and four-acre lots in an upscale development on Michael's Way start at $2 million. Homes around Crystal Lake, which was created from a former gravel pit in the early 80's, also sell for $2 million or more.

Current well-known residents include Jose Feliciano, the singer and guitarist; the actor Christopher Plummer; Keith Richards, the Rolling Stones guitarist, and the writer Erica Jong.

Weston taxpayers provide strong financial support to their public schools. The per-pupil expenditure this year exceeded $11,000. ''This is a very generous community,'' said Dr. Janet Shaner, who took over as school superintendent last summer. ''Since I've been here I've received two checks: one for $40,000 and one for $10,000 from individuals who wanted the schools to have more money.''

As a result, students want for little. The k-3, 855-pupil Hurlbutt Elementary School was recently renovated to provide a new library, art room and office areas. Weston Middle School, serving 914 students in the fourth through eighth grades, has an Olympic-sized indoor swimming pool. And the 474-student Weston High School offers opportunities for independent study, overseas study tours, and advanced placement courses. Last September the school added a comprehensive course in videography.

The middle school and the high school have one computer terminal for every five students and the elementary has one for every nine. All have Internet access. A technology specialist at the high school trains teachers in how to integrate computer technology into the curriculum.

Average College Board scores for the 1999 graduating seniors were 560 for verbal, and 558 for math; the state averages were 510 for verbal and 509 for math. Ninety-seven percent of last year's graduating class of 81 students went on to higher education.

WHILE town officials study possible solutions to the sewage problem, a building committee is considering whether to renovate the existing high school or build a new one to accommodate rapid enrollment growth, said Mary Monroe Kolek, the high school principal. This year's seniorclass numbers 100 students; but in just two years, the school will need room for about 140 seniors. And projections show a doubling of high school enrollment to 900 students over the next 10 years, Ms. Kolek said.

Outside of school activities, community recreation is centered on private clubs or outdoor parks. The Weston Field Club has a lake, swimming pools, tennis courts and trap shooting, as well as a dining facilities. Aspetuck Valley Country Club has an 18-hole golf course, tennis and paddle-tennis courts, a pool and a clubhouse. Weston Racquet Club, which is owned by the tennis star Ivan Lendl, has indoor and outdoor tennis facilities.

The Aspetuck Valley Club declined to disclose its annual membership fees, but fees at the Field Club are $3,063 and at the Racquet Club, $20 to $130, plus court fees. Only the Racquet Club accepts all town residents.

Weston's outdoor jewel is Devil's Den, a 1,756-acre nature preserve with more than 20 miles of hiking trails. The Nature Conservancy manages the site and oversees the 150 free programs taught on the trails every year.

''Many preserves are skinny strings, usually abutting wetlands,'' said Lillian Willis, the preserve's program and volunteer coordinator. ''But this one is a fat piece of land with a central portion untouched by trails. That's important for the breeding habits of some songbirds. And they can escape from edge predators, like opossums and cats.''

The town recently helped add to the preserve by splitting the $2.5 million cost of an adjoining 42-acre farm -- Weston's last -- with the Nature Conservancy. A picturesque property with rolling hills and open fields, the site will eventually be used for a conservation and education center.

Residents enjoy access to Compo and Burying Hill beaches in Westport at a cost of $190 per car for the season. Closer to home, the 52-acre Bisceglie-Scribner Park, run by the town Parks and Recreation Department, has hiking trails, a playground and swimming pond. The department also offers baseball and basketball leagues, swimming lessons, a day camp and soccer camps. Annual town events include a Memorial Day parade and an old-fashioned Fourth of July celebration on the school grounds with fireworks and country music.

What Weston lacks is a community center, said Marilyn Fezza, a fashion designer who moved here in 1992. Because houses in Weston are so isolated, she explained, teen-agers really need a central place to hang out. So she and another resident, Nancy Joseph, are heading a group of volunteers working to establish a Boys & Girls Club in town.

Finding a site for the club will be tricky in a town so conscious of appearances. But, said Ms. Fezza, who has talked to other parents frustrated by the lack of facilities, ''this is an idea that has a lot of support.''
