Dix Dam and hydroelectric plant

Historical and important aspects of E.W. Brown’s operations are Herrington Lake, Dix Dam and the Dix hydroelectric plant, which is capable of producing 33 megawatts of clean, low-cost energy.  Herrington Lake was formed in the s by the construction of the dam and the three-unit hydro plant were constructed to help meet Kentucky Utilities’ growing energy demands. The dam impounds the water into Herrington Lake, and then is released so the plant can produce electricity. Upon completion in , the dam was considered an engineering marvel, Kentucky’s first hydroelectric dam, the world’s largest rock-filled dam and the highest dam east of the Rocky Mountains.

Coal-fired unit

Of three original coal-fired units, only the megawatt Unit 3, which went online in , operates today. The unit features environmental improvements that coincide with other enhancements underway at the plant site. They include the conversion of the ash pond to a dry storage facility, a system to treat water from the plant that comes in contact with coal combustion residual materials, and a pond with a synthetic liner where the water will be discharged. 

In February , Brown retired decades-old coal-fired Units 1 and 2, which generated electricity for Kentucky Utilities customers during periods of dynamic industrial expansion. In their day, both units were integral to economic growth and prosperity in the KU service territory and the entire Commonwealth of Kentucky.

Combustion turbines

Seven combustion-turbine units are located at E.W. Brown, some of which are jointly owned by LG&E. Four of the combustion turbine units deliver megawatts of power each; two have a capacity rating of megawatts each; and one can produce megawatts. All but one are fueled by either natural gas or fuel oil.

During periods of high demand, the combustion turbines can be started and come to full load in just 30 minutes — impressive when compared to the 10 hours needed to start a coal-burning unit. The combustion turbine units use hot compressed gases to power the generator. Air is compressed and forced into a chamber where combustion takes place, producing gases of almost 2, degrees Fahrenheit. These gases are forced to a turbine, which uses the energy to propel the generator and produce electricity.

Universal solar facility

The newest addition to the E.W. Brown Plant is an megawatt universal solar facility that stretches across 50 acres of the plant’s property. It uses more than 44, solar panels on fixed-tilt rack systems that are positioned to optimize the available sunlight for producing energy. Commercial operation began in spring The facility typically produces 19, megawatt-hours of energy annually (depending on the weather), enough to provide energy for 1, homes based on a usage of 1, kilowatt hours per month.

The universal solar facility is part of LG&E and KU’s continuous efforts to meet customers’ energy needs while evaluating new potential energy options. The facility enables the utilities to learn more about this technology, including how commercial-scale solar energy is impacted by factors, such as cloud cover, and how it integrates with the existing generating units.

Did you know that our E.W. Brown Generating Station is home to the largest universal solar facility in Kentucky? With more than 35 acres of solar panels, that’s a lot of land that needs to be maintained and mowed to keep the solar panels up and running. 

In the spring of , we announced that E.W. Brown is now also home to a flock of Shetland and Katahdin sheep from nearby Shaker Village of Pleasant Hill. They’ve been hard at work keeping the vegetation in check, as mowing grass under and around our solar panels is challenging and time-consuming.

Farmers from Shaker Village oversee the care of the flock, including veterinary services and sheering. The wool will be sold to a local wool vendor and all the proceed will support Shaker Village’s mission and help lower the cost of maintaining the sheep.

We are excited to keep customers involved in the everyday lives of these sheep.

Trimble County Generating Station

Trimble County Generating Station is situated on more than 2, acres in a rural setting along the Ohio River in Trimble County — near Bedford, Ky. — 50 miles northeast of Louisville.

The plant’s generating assets currently consist of TC1, a pulverized-coal-fired unit with a net rated capacity of megawatts; TC2, a pulverized-coal-fired unit with a net rated capacity of megawatts; and TC5 through TC10, which are natural gas-fired, simple cycle combustion turbines — each with a nominal rating of megawatts.

TC1, LG&E and KU’s lowest cost coal-fired generating unit, went into commercial operation in December It is operated predominantly in a base-load mode. TC2 began commercial operation in January and is a supercritical boiler unit. Combustion turbine units TC5 and TC6 went into commercial operation in May ; TC7 through TC10 began commercial operation in July

The combustion turbines are predominantly operated during times of peak demand because it is not only most cost-effective, but also because the CTs can be started and ramped-up quickly to meet demand spikes and take advantage of transient market conditions.

The same plant operating and maintenance personnel support both the coal-fired and combustion turbine sites. Unlike LG&E and KU’s other generating assets, which are wholly owned by LG&E and KU, TC1 and TC2 are owned in partnership with the Illinois Municipal Electric Agency and the Indiana Municipal Power Agency. IMEA and IMPA share a percent ownership interest in both units, as well as in the assets supporting the operation of the coal-fired plant.

Environmentally-responsible power generation

Trimble County Station is one of the most environmentally and technologically advanced coal-fired generating plants in the U.S. TC1, which burns high-sulfur bituminous coal, is equipped with low-NOx (nitrogen oxide) burners and selective catalytic reduction (SCR) equipment, which reduce NOx emissions by more than 90 percent. A dry electrostatic precipitator (DESP), reduces particulate emissions by more than 98 percent.

A hydrated lime injection system reduces sulfur trioxide (S03) emissions to less than five parts per million. And a wet limestone flue gas desulfurization (FGD) unit reduces sulfur dioxide (S02) emissions by more than 98 percent. In addition to the environmental control equipment installed on TC1, TC2 has been equipped with a carbon injection/baghouse system to reduce mercury emissions, and a wet electrostatic precipitator (WESP) for small particulate and acid mist emission reduction. TC2 was designed to burn a blend of high-sulfur bituminous coal and low-sulfur sub-bituminous Powder River Basin coal.

Trimble County Station is a near-zero-discharge plant site, meaning there are only two discharges from the site which are strictly monitored and controlled. Aside from surface water runoff (rainfall) and cooling tower blow-down — which each have controlled, permitted discharges to the Ohio River — all combustion process constituents and by-products either remain on-site or are transported off-site for beneficial re-use.

Fly ash is used as concrete filler and in the manufacturing of ceramic tile. Synthetic gypsum is an FGD by-product used in manufacturing wallboard; and bottom ash is used to produce blasting grit and in manufacturing roofing shingles.

The plant site also has its own wildlife preserve. The company permanently dedicated acres to the preserve, which includes wetlands and forest areas. Many forms of wildlife inhabit the plant site. In addition to nesting pairs of American bald eagles and peregrine falcons, other animals — such as fox, deer and wild turkeys — have grown accustomed to the plant’s presence and are routinely seen on the site.

Materials delivery

There is no rail delivery service to Trimble County Station. The plant’s two barge unloading systems supply limestone — FGD reactant — and coal to the plant via separate conveyor systems.

Coal and limestone are received in 1,ton barges and carried nearly a half-mile from the Ohio River to the plant. Approximately million tons of coal and , tons of limestone are consumed by TC1 annually. A six-mile-long natural gas pipeline transports more than two billion cubic feet of natural gas that is consumed by the six combustion turbines annually. Other raw materials, parts and equipment are brought in by truck.

New technology; new construction

TC2 was built adjacent to TC1. The $ billion unit features modern, thermally efficient and advanced environmental technology. TC2 is the cleanest, most efficient coal-fired unit in Kentucky and one of the cleanest, most efficient in the United States. This project received a $ million tax credit from the U.S. Department of Energy for its use of advanced clean coal technology. The entire benefit of this tax credit was passed to customers by reducing the cost of construction of TC2.

Additionally, more than $50 million was invested in new coal-blending, limestone- and coal-handling system upgrades, improvements to the existing station boiler water treatment systems and a new auxiliary boiler to replace the three existing auxiliary boilers.

Louisville Gas and Electric (LG&E Energy) is a wholly-owned subsidiary of E.ON U.S. LLC, a diversified energy services company that is a member of the E.ON AG family of companies. E.ON is the world's largest investor-owned utility company. LG&E is a regulated electric and natural gas utility, based in Louisville, Kentucky, serving Louisville and 16 surrounding counties.

In June , Pennsylvania Power and Light (PPL) announced plans to buy two Kentucky utilities for $ billion from German power company E.ON AG: Louisville Gas & Electric and Kentucky Utilities, giving PPL an additional million customers.[1]

Louisville Gas and Electric also owns % of Clifty Creek Station and % of Kyger Creek Station.[3]

Proposed Coal plants

LG&E has proposed the construction of an additional coal-fired unit at the Trimble power station: Trimble County Generating Station 2. The new plant (Unit 2) would burn Illinois Basin high sulfur bituminous coal and would be built by Bechtel Power. It received a $ million tax credit from the federal government’s EPACT Qualifying Advanced Coal Program. In Sept. , the Sierra Club reported that the Trimble air permit had gone back to the draft stage. [4] In Fall , the Federal EPA supported the legal challenge that Kentucky violated the Clean Air Act in issuing state permits to the Trimble coal plant and now state officials in Kentucky must “correct” the permit to be more restrictive.[5]

Proposed coal unit closures

According to long-range planning documents filed in mid-April with the Public Service Commission, LG&E Energy and Kentucky Utilities Company are making initial plans to retire coal-burning units at three aging power plants by , including the Cane Run Station in western Louisville, KU's Green River Generating Station in Central City in Western Kentucky, and KU's Tyrone Generating Station in Versailles, which has already been mothballed temporarily. A PPL spokeswoman for the two companies, Chris Whelan, said: “This is not a final decision," calling the planning document “a snapshot in time” to keep state regulators up to speed on the company's long-range thinking. In all, megawatts of coal-burning capacity would be retired in , while the two utilities would add 2, megawatts from natural gas — though it's not clear yet where the new gas turbines would be. The utilities currently produce about 8, megawatts of electricity.[6]

In September , LG&E said in filings with the Kentucky Public Service Commission that it plans to replace its Cane Run coal plant with a MW natural gas-fired plant by , to be built at the same site. LGE and Kentucky Utilities reportedly also asked the commission to approve the purchase of Bluegrass Generation Co’s MW natural gas-fired power plant, to replace their Green River Generating Station and Tyrone Generating Station.[7] On May 3, , both the gas conversion and purchase of the Bluegrass gas plant were approved by the Kentucky Public Service Commission.[8]

Pollution controls

In a Nov. 10, settlement, Louisville Gas & Electric and Kentucky Utilities would be able to recover $ billion from their nearly 1 million ratepayers to install pollution controls on their largest coal-fired power plants. Most of the environmental upgrades are slated for the 2,MW Ghent and 1,MW Mill Creek plants, as well as MW Unit 1 at the Trimble County plant. Along with the two PPL subsidiaries, others who signed the agreement included Attorney General Jack Conway, the trade group Kentucky Industrial Utility Customers, Sierra Club, Natural Resources Defense Council and groups representing low-income customers.

LG&E and KU asked the PSC in May for permission to make $ billion in improvements at the coal plants under an environmental surcharge law passed by the General Assembly in , in response to Congressional approval of the Clean Air Act Amendments. As part of the November settlement, the utilities, in a concession to environmentalists, agreed to defer the planned construction of a fabric filter or "baghouse" on Units 1 and 2 at the 1,MW E.W. Brown plant to capture particulates, a project estimated to cost $ million. LG&E and KU are barred under the settlement from resubmitting a request for the project before July 1, , "unless finalized changes in the proposed utility MACT rules, future finalized ambient air quality standards, or other regulations finalized after the date of this agreement establish new environmental requirements for Brown Units 1 and 2," the settlement says.

The settlement "means we can go forward with our environmental cost recovery," said company spokeswoman Chris Whelan.[9]

Coal waste

On EPA list of 44 "high hazard" coal ash dumps

In response to demands from environmentalists as well as Senator Barbara Boxer (D-California), chair of the Senate Committee on the Environment and Public Works, the EPA made public a list of 44 "high hazard potential" coal waste dumps. The rating applies to sites at which a dam failure would most likely cause loss of human life, but does not include an assessment of the likelihood of such an event. Kentucky has 6 sites, all of which are owned by E.ON subsidiaries.[10]

LG&E's Cane Run Station was included in the EPA's official list of Coal Combustion Residue (CCR) Surface Impoundments with High Hazard Potential Ratings.[11] To see the full list of sites, see Coal waste.[12]

Coal ash and Cane Run

In November , Louisville Gas and Electric disputed sampling performed by the Louisville Metro Government that showed coal ash was present on homes near the company's Cane Run Station. Since the summer of , LG&E produced results of two different coal ash types of tests, and the results were contradictory. In October , Metro Government analyzed its own samples and found fly ash on a home that was washed only three weeks earlier. LG&E responded by releasing new data that suggested negligible quantities of ash. The company is allowed to emit a certain amount from its smokestacks, but the city said if dust poses a nuisance to an industry’s neighbors and limits their right to enjoy their property, the city can require the company to take remedial measures. Terri Phelps of the Air Pollution Control District says the agency stands by its results and will likely issue a notice of violation to LG&E.[13]

EPA denies LG&E ash permit

In May , the EPA denied a wetlands destruction permit from Louisville Gas & Electric to store 1 million tons of coal ash along the Ohio River. According to the EPA, the ash would have damaged streams, wetlands, and ponds within the watershed.[14]

"In , investors formed Louisville Gas and Water to provide gas-fired street lighting mandated by Louisville's city fathers to deter crime. The company sold gas from its local coal plant to fuel the gaslights. In , the company dropped plans to build a waterworks and changed its name to Louisville Gas. In , Louisville Gas amended its charter to buy stock in electric companies, and it acquired control of Louisville Electric Light. In , through the merger of Louisville Gas, Louisville Lighting (founded in ) and Kentucky Heating, Louisville Gas and Electric (LG&E) was formed."[15]

"In , the firm founded LG&E Energy Corp. In , LG&E Energy acquired KU Energy, which owned neighboring utility, Kentucky Utilities Company, and it entered into a year lease of Big Rivers Electric's generating facilities. These two transactions more than doubled the size of LG&E Energy."[15]

"UK-based Powergen bought LG&E Energy in , and in , Powergen agreed to be acquired by Germany's E.ON. The deal was completed in In , E.ON transferred LG&E Energy from Powergen to another subsidiary, E.ON US Holdings."[15]

Mill Creek Generating Station

The Mill Creek Generation Station is LG&E’s largest coal-fired power plant, with a generating capacity of 1, megawatts. Mill Creek sits on acres in southwest Jefferson County, Ky.

The late s and early s saw an unprecedented increase in the construction of new industrial, commercial, and residential facilities in the Louisville area.

As customers’ demand for energy increased, LG&E needed additional generating capability to guarantee supply and ensure reliability. Mill Creek began commercial operation in to meet this growing demand.
 

Innovative and cost-effective power generation

LG&E began construction on Mill Creek in ; Unit 1 went into service by , and Unit 2 by Unit 3 went into operation in , and Unit 4 in

The construction of Mill Creek allowed the company to implement ideas that were innovative and cost- effective then — and the industry standard today.

Identical generating systems were installed for Units 1 and 2 so that they could have the same design and some of the same equipment, such as a single stack.

The controls for all four generating units were computerized and located in a centralized area. Additionally, a coal-handling system was installed that stockpiles coal as it is received, reclaims it from storage, reduces dust emissions, and can be controlled from several different locations.

With public concerns about aquatic life in the Ohio River, the company built Mill Creek’s first cooling tower to serve Unit 2. Mill Creek currently utilizes three large cooling towers.

LG&E pioneered the use of both electrostatic precipitators and scrubbers. All of the generating units were equipped with electrostatic precipitators to remove fly ash, and a flue gas desulfurization (FGD) system to remove sulfur dioxide (SO2) from the flue gas.

Today, the company has the most extensive scrubber program of any utility in the country.

Every megawatt generated at Mill Creek station is scrubbed. LG&E has received local, national and international attention for its SO2 removal efforts.

In , LG&E installed its own facility for grinding limestone used in the scrubbing process.
 

Project Updates: Modernizing Our Emission Controls

Construction is nearing completion on modernizing emission controls at Mill Creek Generating Station in response to stricter EPA requirements.

The new equipment will further increase the company’s ability to control SO2 emissions from current levels (around 90 percent) to a 98 percent removal rate. In addition, mercury and particulate emissions will be further reduced in half.

Specific controls being retrofitted and enhanced include: new scrubbers for Mill Creek Units 1, 2 and 4 and an upgraded scrubber for Unit 3.

Fabric filters or baghouses are being added to all four units to reduce particulate, mercury, sulfuric acid emissions and other hazardous air pollutants.

For some of these pollutants, the company was already controlling up to 90 percent.

Ghent Generating Station

The plant consists of four coal-fired generating units constructed on a compact site bounded by U.S. Highway 42 to the south and the Ohio River to the north.

All of Ghent's generating units comply with local, state and federal air, water, and waste regulations, and construction is underway to further enhance environmental performance.

The largest coal-fired power plant in the LG&E and KU system, Ghent Generating Station began commercial operation in Its four units have a net generating capacity of 1, megawatts.

Ghent is one of the most environmentally sound and technologically advanced coal-fired generating plants in the nation. Each of its units can produce enough electricity to light nearly 5 million watt light bulbs while complying with the most stringent federal and state air, water and waste regulations. The station consumes an average of million tons of coal annually.

Each of the generating units is equipped with electrostatic precipitators designed to remove dust from the gas stream that results from burning coal. A network of monitoring systems on the three chimneys measures air quality to ensure compliance with environmental protection standards.

The Ghent Generating Station is looked upon as an international leader among utilities.

Recognized as a low-cost electricity producer, Ghent plays host to a number of utility professionals from around the world. Representatives from China, Russia, South Africa and other countries have visited the plant to learn the secret to low-cost power production.

These visitors find that efficient management can run the station with about employees, achieving maximum production with minimal waste.

A $ million FGD installation at Ghent Station has resulted in all four units being equipped with FGDs.

Now, Units 1, 3 and 4 are equipped with a single-module FGD. Unit 3's FGD equipment went into service in May Unit 4's FGD equipment went into service in June , and Unit 1 was switched over to its new FGD in February

Unit 2 was then connected to the original Unit 1 FGD, to make all units on FGDs in May New foot chimneys were constructed for Units 1 and 4 in conjunction with the FGD projects.

A new limestone system was also installed in It includes new barge-unloading, storage and reclaim systems and three large grinding mills. The existing grinding system that was installed in for Unit 1 was removed, refurbished and shipped to the E.W. Brown Generating Station for use on its FGD.

Louisville Gas and Electric (LG&E) forms LG&E Energy Corp., an exempt utility holding company, to prepare the business for future acquisitions.

Acquire Hadson Power Systems, which we eventually rename LG&E Power Inc. (LPI).

Acquire a percent partnership interest in Natural Gas Clearinghouse (NGC) of Houston, the nation's largest gas marketing company ($70 million total investment). LG&E becomes the first utility to open its electric transmission system to other parties.

LG&E is the first utility to reorganize to create strategic lines of business: retail gas, retail electric, wholesale generation.

Sell our interest in NGC to NOVA Corporation (Canada) for $ million. LG&E Energy realigns our corporate structure into two distinct business units - utility and non-utility. The non-utility group (known as Energy Services) becomes the first in the industry to combine the management of all regulated and non-regulated power generation. LG&E Power Marketing is created and receives power marketer (trader) status from the Federal Energy Regulatory Commission - the first power marketer affiliated to a regulated utility to do so.

Acquire Hadson Corporation, a Dallas-based natural gas marketing, gathering, and processing company, for $ million.

Hadson Corporation is renamed LG&E Natural Gas Inc. We complete the development of a natural gas-fired plant in the Tucuman province of Argentina and retain a 33 percent ownership interest, marking the company's first international investment.

LG&E Energy announces that it is to consolidate its power and natural gas marketing units, forming a new division - LG&E Energy Marketing. We acquire controlling and minority interests in two Argentine gas distribution companies. LG&E Energy debuts at No. in the Fortune

LG&E Energy complete our merger with KU Energy. LG&E Energy also closes our transaction to lease the generation assets of Big Rivers Electric Corporation.

LG&E Energy acquires a percent interest in Gas Natural BAN in Argentina, our second major investment in Argentine gas distribution facilities. LG&E Energy announces plans to build MW merchant plant in Georgia. We acquire CRC Holdings Corp., the parent of CRC-Evans Pipeline International Inc. LG&E Energy is ranked No. 1 in customer satisfaction by J.D. Power and Associates.

LG&E Energy announces that it is being acquired by Powergen plc of the U.K. J.D. Power and Associates honors LG&E Energy for the highest overall customer satisfaction for mid-size businesses, and again as the leader of residential customer satisfaction in the Midwest. Completed merger with Powergen plc.

Powergen plc is acquired by E.ON, headquartered in Düsseldorf, Germany.

LG&E Energy LLC becomes E.ON U.S.

E.ON U.S. returns maintenance and operational control of Western Kentucky Energy's four electric generating stations to Big Rivers Electric Corporation.

E.ON U.S. transfers its ownership in its two remaining Argentine gas distribution companies to E.ON Spain, a sister market-unit in E.ON. Previously, in , E.ON U.S. had earlier sold another of its Argentine gas distribution investments.

E.ON U.S. announces on April 28 that it is being acquired by PPL Corporation of Allentown, Pennsylvania.

PPL Corporation completes acquisition of the company on Nov. 1. E.ON U.S. LLC becomes LG&E and KU Energy LLC.

Cane Run Generating Station

Cane Run Coal-Fired Plant

Cane Run generating station was the answer to Louisville’s electricity needs during the dynamic decade of the s. Construction of this new coal-fired plant was started in to help meet the booming demand for electricity by industries that located in the area during and after World War II.

Cane Run began operation in November , and by operated a total of six units. The new units were added in , , , and , increasing the total generating capacity to megawatts.

Units 1, 2 and 3 were retired by Cane Run Unit 6 was retired in March of , and Units 4 and 5 were retired shortly after CR7 went into operation. 

At the peak of operations, the plant employed almost people. 

President Jimmy Carter Visits Cane Run

LG&E pioneered sulfur-dioxide removal technology and helped develop and install one of the nation’s first scrubbers in Scrubbers are environmental controls that remove sulfur dioxide from gases produced by burning coal. In July , President Jimmy Carter and other dignitaries visited Cane Run to see scrubbers in action, particularly on Unit 6, which used a ground-breaking dual-alkali process.

Carter advocated the use of coal in ways that would not be harmful to the environment, and he specifically chose to visit an LG&E plant because of the company’s reputation for being a leader in the development and use of scrubbers. The technology won LG&E coveted national and international awards. The presidential visit was a proud moment for Cane Run Station and LG&E.
