Global pharmaceutical giant Eli Lilly and Company will build its first North Carolina manufacturing facility in the Durham County portion of Research Triangle Park, investing $ million and creating new jobs.

The year-old Indianapolis-based company made the announcement today in a news conference at the North Carolina Biotechnology Center, led by Gov. Roy Cooper. Lilly officials said they chose North Carolina over competing sites in Indianapolis and Philadelphia, primarily because of the state’s workforce capabilities.

Lilly CEO Dave Ricks told the audience of some business, government and life science leaders that the newly constructed manufacturing factory on the Parmer campus across T.W. Alexander Drive from the Biotech Center will be state of the art. He said the integrated life science manufacturing facility will incorporate automation, robotics and data analytics to handle drug formulation and filling through final packaging of both marketed and late-stage pipeline candidates.

The jobs come with average annual wages of about $73,, just over the Durham County average of $71, More than half of the new jobs will pay at least $49, to start. The company said it plans to start hiring this year (see Open House information below), but not in significant numbers before

Initially the site will produce two major diabetes drugs: Trulicity, an injectable approved in , and Tirzepatide, which is still in development, especially targeting diabetes patients with increased heart disease risk.

When the firm meets all its investment and job milestones, it will reap $ million in a state Job Development Investment Grant incentive, $ million in community college training and $ million from Durham County.  

Lilly employs 33, people worldwide, of them in North Carolina as part of its sales team. It had an Elanco animal health facility for a short time in Greensboro, which it closed a couple of years ago. It also dipped into the state to buy Durham's Sphinx Pharmaceuticals in

Sphinx was spun out of a Duke University biochemistry lab in with the support of $, in Biotech Center loans. The company attracted $16 million in venture capital and in raised $75 million in an IPO – at the time the largest IPO in state history.

Three years later Lilly bought Sphinx for $76 million, and Lilly built a new, $40 million drug research center in Research Triangle Park that created more than high-paying jobs. Lilly subsequently shut that site down in

First virtual open house Oct. 19

Lilly has scheduled a virtual open house Monday Oct. 19 from 5 to 7 p.m. Eastern time, for people interested in learning about employment opportunities at the RTP site. The company is asking people to log in at 5, but will then allow some time for participants to overcome any technical problems and make sure all connections are working properly before beginning the formal program.

The company says it is looking for "skilled individuals with an engineering, science, or operations degree and/or relevant work experiences. The job opportunities in North Carolina offer hourly as well as professional level positions. RESEARCH TRIANGLE PARK &#; Pharmaceutical giant Eli Lilly has selected a site within the old GlaxoSmithKline campus &#; now known as Parmer RTP &#; for a massive manufacturing complex.

Parmer announced the decision Tuesday morning.

Lilly disclosed plans to build a plant and create more than jobs in the Triangle area last January but a specific location was not disclosed. Diabetes drugs are to be made at the site.

Plans call for the construction of several buildings across toe acre site for which Lilly paid $36 million, according to a spokesperson for Parmer.  &#;Multiple buildings for a comprehensive pharmaceutical manufacturing facility, including a quality control laboratory&#; are planned, added Parmer, which will act as the master developer.

“We are excited to announce our new manufacturing site in Durham,” said Myles O’Neill, senior vice president and president of Manufacturing Operations for Lilly, in a statement.

“Recruiting talented engineers, scientists and operations personnel for our facilities is important to Lilly, and we appreciate the expertise and unique amenities that Parmer has to offer our future employees at the site.”

Lilly has said the plant would be constructed over five years.

The state has approved a Job Development Investment Grant of up to $ million for Lilly. The JDIG will rebate some of the state withholding taxes on the new jobs to the company if it meets annual hiring and investment targets over the next 12 years.

Durham County also will provide incentives to the company, and Durham Technical Community College will offer a customized training program for the plant’s workers.

The new jobs will pay an average salary of more than $72, a year, officials said, which is slightly higher than Durham County’s average of $71,

The facility marks a return to the Triangle for Lilly, which had a presence in RTP back in the s but discontinued lab operations in the area about 15 years ago.

Parmer RTP already is home to operations run by lab testing giant LabCorp, Duke Health and some GSK operations.

Location of the new facility

Eli Lilly’s pharmaceutical manufacturing facility will be on the Parmer campus at the Research Triangle Park (RTP) in Durham, which lies across the TW Alexander Drive near the North Carolina Biotechnology Centre. The company bought acres at Parmer for $36m in May

Research Triangle Park is a research and innovation centre managed by the Research Triangle Foundation, a not-for-profit organisation. It is equidistant from Raleigh, Durham and Chapel Hill.

Spanning 7, acres, it is the largest research park in the US and houses government organisations, academic institutes, non-profit organisations, start-ups and science and technology companies. Eli Lilly cited North Carolina&#;s workforce capabilities as the main reason for choosing the state over other states.

Eli Lilly manufacturing facility features

Developed as an integrated life science manufacturing factory, the facility will initially focus on manufacturing two diabetes drugs, Trulicity™ (dulaglutide) and tirzepatide.

Trulicity was approved by the US Food and Drug Administration (FDA) for the treatment of type 2 diabetes in Tirzepatide is a drug candidate being developed for diabetes patients with increased cardiovascular risk.

The facility will encompass new-age technologies such as robotics, automation and data analytics for managing tasks, including drug formulation. It will also cover filling and packaging tasks related to commercial and late-stage development drug candidates.

Financing and incentives for the Eli Lilly facility

Eli Lilly secured a Job Development Investment Grant (JDIG) from North Carolina for the development of the facility. Approved by the state’s Economic Investment Committee in January , the year grant will see the company receive a reimbursement of up to $m, subject to the fulfilment of agreed investment and job creation targets.

During the grant period, the facility is expected to add $bn to the state’s economy.

Under the JDIG agreement, around $m would be moved into the state’s Industrial Development Fund-Utility Account to support rural communities in upgrading infrastructure.

Eli Lilly is also expecting to receive local incentives of up to $m from Durham County. North Carolina Community Colleges will contribute $m to provide personalised training support.

The Economic Development Partnership of North Carolina, Duke Energy, the NC General Assembly and the Greater Durham Chamber of Commerce are also supporting the project.
